Mix lemon and sugar until sugar is dissolved, then add oil and mix again. Chop chives and add to lemon mixture. Slice tomatoes and then add salt and pepper. Mix gently, cover and store for two hours or more in refrigerator. Take out 15 minutes before serving.
Alternate - Cucumber Salad: if you replace tomatoes for cucumbers and fresh dill for the chives, it changes everything and is so yummy. Best in season. Before you add cucumbers to lemon mixture, soak the slices in very salty water for two hours. After they've soaked, run them under the tap to clear them of the salt (can leave them a bit salty to taste) The cucumbers should be a very soft and floppy when you rinse them. Mix in the lemon/dill mixture with the limp cucumbers and let them sit covered for a couple of hours and enjoy.
